			<content:encoded><![CDATA[<p>For years, employees of the Stark Area Regional Transit Authority didn’t have to pay any deductibles or co-insurance costs for their medical benefits.</p>
<p>If a transit worker had to get surgery, SARTA’s health insurer picked up the entire cost, as long as the providers were in-network. The employee was responsible for a $10 co-pay for doctor’s visits, a $50 co-pay for a nonemergency visit to the emergency room, a $250 deductible for an ambulance ride and co-pays for prescription drugs.</p>
<p>For nonunion workers, not a dime was taken out of their paychecks to fund the premiums. SARTA paid the entire bill — $517 a month for singles and $1,514 a month for families. For union transit employees, the cost to them was $14.58 a month, an increase from $6.25 two years ago.</p>
<p>But with SARTA’s health insurance costs swelling to about 16 percent of its budget, the transit agency’s board Wednesday night signaled the beginning of the end of health benefits at little cost to its 191 full-time workers.</p>
<p>Facing a $477,000 budget shortfall and lackluster sales tax revenue in 2010, the board approved a plan from SARTA Executive Director Kirt Conrad that establishes deductibles for SARTA’s 40 nonunion staffers, effective in January.</p>
<p>With the union contract set to expire then, transit officials are declining to discuss ongoing negotiations. But they do not deny that they are pressing the drivers and maintenance workers of SARTA’s union, Local 1880 of the American Federation of State, County and Municipal Employees, to accept the same cuts in health benefits.</p>
<p>Under SARTA’s new Medical Mutual of Ohio plan, nonunion workers will have to pay annual deductibles of $500 for singles and $1,000 for families, as well as 10 percent of the costs exceeding those thresholds for in-network providers. Out-of-pocket costs are limited to $1,500 a year for singles and $3,000 for families.</p>
<p>Conrad, who joined the agency in August, said he believes SARTA workers were awarded with health benefits more generous than those in the private sector because their salaries lagged behind their counterparts at other Ohio transit agencies.</p>
<p>He added that if every SARTA employee had to pay deductibles and co-insurance costs, it would save SARTA $256,000 a year in premiums.</p>
<p>With no deductibles, the premiums for 2010 will cost SARTA $2.29 million, a 1 percent drop from 2009 because the agency agreed that any employee needing a prescription drug for more than 90 days would have to order refills from cheaper mail order pharmacies.</p>
<p>SARTA also will self-insure itself for all employee health insurance claims up to $50,000, which Conrad said would save about $100,000 to $200,000.</p>
<p>“I’ve had to become quite an expert in health care,” said Conrad.</p>

			<content:encoded><![CDATA[<p>The Flint teachers union and Flint School District will be back in court Thursday to determine if the district’s health care change effective Sunday for some 1,100 teachers is “mirror coverage” of the teachers’ current MESSA plan.</p>
<p>United Teachers of Flint Inc. sought an injunction today before Genesee Circuit Judge Joseph J. Farah to stop the district’s switch to HealthPlus of Michigan insurance coverage from MESSA, an insurance provider established by the Michigan Education Association.</p>
<p>The union contends the district broke a deal to maintain the terms of the current contract in place, including health coverage, as both sides work toward a new contract.</p>
<p>The district would serve as its own policyholder under the new plan, which officials said would save the cash-strapped Flint schools $3 million a year.</p>
<p>Citing a “somewhat of an emergency situation,” Farah called for an evidentiary hearing at 1 p.m. Thursday.</p>
<p>“I think we need to get this resolved one way or another,” Farah said.</p>
<p>UTF lawyer Michael Lee that “it’s simply not possible” that the MESSA plan and the HealthPlus plan provide mirror coverage. Lee agreed that the district may change policy holders, but only if the benefits are not changed.</p>
<p>He said the union and teachers have not received a certificate book that details the health insurance coverage. Farah asked that the union receive the book by 5 p.m. Wednesday.</p>
<p>Kendall Williams, the district&#8217;s attorney, said he is “very confident” going into Thursday’s hearing. He plans to have representatives available from Flint Township-based HealthPlus of Michigan to testify that the HealthPlus plan is the exact same as the MESSA plan.</p>
<p>Williams said the district will pay HealthPlus $12.6 million a year to cover its teachers. He said the district found the same coverage for cheaper, just like you can find the same TV at a vastly different price at two stores.</p>
<p>The district’s MESSA cost jumped 18 percent this fiscal year, Williams has said.</p>
<p>The union is expected to bring in teachers who believe they won’t be treated the same way under the new policy. Lee could not immediately be reached for comment after court today.</p>
<p>Farah mentioned teachers such as Lisa Eikey who along with her husband need expensive medication and another teacher whose husband was being treated in Ann Arbor.</p>
<p>Eikey of Goodrich, a Washington Elementary School teacher, takes a cancer prevention medicine that costs $467 a month that costs her just $5 a month under MESSA. Her husband also requires medication that cost $5,486 a month, but with MESSA costs them $5.</p>
<p>Williams has contended that copays will remain the same for teachers and that there is a vast provider network for teachers to use, including the University of Michigan.</p>

<p>Seventy-one Percent Are Concerned Their Health Insurance Will Change if Congress Passes Health Reform Legislation</p>
<p>ALEXANDRIA, VA.  OCTOBER 19, 2009 &#8211; The Galen Institute today released new survey results showing overwhelming opposition to the individual mandate and other key components of health reform legislation Congress is considering.  </p>
<p>&#8220;These findings illustrate strong opposition to fundamental aspects of the bills moving through Congress,&#8221; said Galen Institute President Grace-Marie Turner. &#8220;People don&#8217;t want to be forced to buy insurance they can&#8217;t afford or that might not fit their needs, yet the proposals would slap a tax on them if they don&#8217;t.  And people overwhelmingly oppose reducing seniors&#8217; health benefits or raising taxes on the working and middle class in order to expand coverage to some of the uninsured, yet many in Congress continue to push exactly that.&#8221;</p>
<p>&#8220;What the public does favor is a targeted approach to solving problems in our health sector, but not a complete Washington-style overhaul of one-sixth of our economy.  Washington&#8217;s failure to listen is causing great apprehension and concern among the public,&#8221; added Turner.</p>
<p>The nationwide random survey of 510 adults was conducted October 8-11, 2009 and has a +/- 4.34 margin of error.  International Communications Research (ICR), a non-partisan research firm based in Pennsylvania, conducted the survey.</p>
<p>More Than Seven in Ten Oppose the Individual Mandate</p>
<p>Seventy-one percent of those surveyed said they would oppose &#8220;a new law saying that everyone either would have to obtain private or public health insurance approved by the government or pay a tax of $750 or more every year.&#8221;  Only 21 percent said they would support the law.  More than half (54 percent) of all respondents indicate a &#8220;strong&#8221; opposition to the individual mandate, including 58 percent of those 45-54 years of age and 58 percent of those 55 years and older.</p>
<p>More Than Two-Thirds Oppose Reducing Seniors&#8217; Health Benefits to Pay for Covering the Uninsured</p>
<p>More than two-thirds (68 percent) oppose reducing &#8220;some health insurance benefits for senior citizens in order to expand health insurance for some people who are uninsured,&#8221; while 28 percent support the idea.  Opposition is spread across political party lines as 86 percent of Republicans, 66 percent of Independents, and 59 percent of Democrats oppose this idea.</p>
<p>Opposition to Raising Taxes on the Working and Middle Class to Cover the Uninsured</p>
<p>Fifty-eight percent disagree, most of them &#8220;strongly&#8221; (44 percent), with the following statement: &#8220;I would support an increase in taxes on the working and middle class if it would help provide health insurance to more Americans.&#8221;  Only 39 percent support the position.</p>
<p>Seventy-one Percent Are Concerned Current Health Insurance Will Change if Congress Passes Health Reform</p>
<p>Seventy-one percent said they were concerned that their current health insurance would change if Congress passes health reform legislation.  One-quarter (25 percent) said they were not concerned.  Groups with the highest level of concern include: people 55 years and older (84 percent), those aged 45-54 (80 percent), Republicans (82 percent), and Independents (78 percent).  Almost half (47 percent) of all respondents indicate they are &#8220;very concerned.&#8221;  Sixty-two percent of people aged 55 years and older are &#8220;very concerned,&#8221; along with 61 percent of Republicans, 63 percent of those in the South, and 54 percent of Independents.</p>
<p>Support for a Targeted Approach to Addressing Health Care</p>
<p>Forty-nine percent support, &#8220;A targeted approach that addresses a few problems at a time.&#8221;  Forty-one percent support, &#8220;A comprehensive approach that makes significant changes to our current health care system.&#8221;</p>

<p>A parent and one child</p>
<p>A family needing pregnancy insurance</p>
<p>An adult or adults over 49 needing coverage for a kid</p>
<p>Families where the wife or husband is older by ten years or more</p>
<p>Usually when an insurance policy or any other thing seems almost the same as another thing yet has a much lower price, it is a strong indication that the value or quality is different.  This is usually true with health and accident coverage, however in many cases it is not.  Sometimes the difference in price says more about the way the insurance carrier calculates their prices than it does about the quality of the coverage.</p>
